I'll give you Casino Royal and maybe Skyfall but not Spectre or Quantum of Solace - two trainwrecks. The latter is one of the worst Bond films of the entire run. And have all of the problems you listed times 5. Spectre was just flat-out boring. Solace was an incoherent mess.

There were problems - the female 007 was pointless - I get that James retired so yes there would be a replacement agent designated 007 but the writing for her was abysmal. Someone had a good idea and then no one knew what to do with it.
