Actually, I do seem to recall at least one B-D in which other subtitles were available as downloadable content. One or two others have had substantial bonus content via download as well (Kung Fu Panda, for one). But it's really up to the publisher of the disk. Most of the time, "Live" adds no real value that I can see.

More than anything else, I think it was intended to be a marketing tool: You sign up for some token bonus content, and their marketing department gets to view your usage patterns.
