Staticky background voice in video.

I'm editing some video which was digitized from broadcast video tape (shot in the 1980's). In this particular piece I'm editing I can hear a staticky voice in the background, almost like someone is on the telephone. I SUSPECT someone was on a cell phone while the digitization process was being done? I'm using Noise Reduction (Adobe Audition CC 2015) to get it out, but, of course, it's not getting all of it but at least it's not as obtrusive as the original. I'm wondering if there is something else I can do to remove or mitigate that background mess?
