My setup is different because I use different HDHomeRun devices with cable cards, giving me 6 tuners. This all works with Windows Media Server, so I'm not familiar with the OTA setup.
Silicon Dust offers a DVR service, but you don't need it as Plex can do it all including linking to the HDHomeRun box and striping commercials or so they say. You should be able to run the Plex server on your NAS and nearly any client like Roku, Apple TV etc., to view the programs on your TV.
My experience is that Plex is more solid and using Roku boxes, it's fast and stable. Silicon Dust has been a bit slow getting their software done and DRM is a problem which is why I use WMC and Xboxes to get around those issues. DRM is not an issue for OTA, only for most cable stations as a few are not encrypted
