What a polarity of opinions!
I didn't think it was poorly developed at all; I also thought Penn did surprisingly good in his role. Casting him in a mostly sedate, but charged character was an usual directorial choice, but I was pleased with his performance. Watts's character as a cocaine junkie hit it right on the head, I thought. I have a dear friend whose wife turned out to be a coke fiend, and Watts nailed that behavior 100%.
Del Toro is going to be one of the biggest actors of our generation if he continues to develop in the direction he's headed now.
Follow Ups:
I would probably say good, not great, or even very good. Watts is a very good actress, and given her roles, I must assume that she chooses her films very carefully. Penn is one of his generations best, as is Del Toro. I liked the non-chronological method of developing the story. It really grew on me. I did not think the plot was particularly strong, but really was a vehicle for three very good actors to revolve around the film's arc. Recommended.
