Special interest money is a problem. For every politician.

Enron was a well connected company. The Republicans looked the other
way because Enron was in trouble, and they said they could fix it.

This was plenty bad in itself, and it's more a national issue than a state one. IOW, I don't think Grey Davis was on the agenda.
