Question about DVD vrs. VHS surround sound

I still to this day have not bought a DVD player. I have a JVC VCR hooked up to a Surround sound stereo with 5 speakers, (two rear, one center, and two fronts) I hear good surround sound when playing a VHS, but will a dvd player sound better? If this is so, I had no idea.
Also, I am on a strict budget. I have a Costco near by, and a circuit city. Anyone recommend a dvd under 100?

The DVD will be better. Plus, if you get a digital decoder, you can get digital surround. Bass is better. Less noise. the list goes on.
