I thought the concern was quality. Lucas is waiting for HD-DVD before releasing stuff. At least this is what I've read.

I think you're fooling yourself. Explain to me how Lucasfilm can make more money by keeping a DVD off the market than by releasing it.

What is your source for this? I have never heard any report where Lucas expresses concern over piracy of any kind. He is awaiting HD-DVD before he embraces DVD technology and is on record as saying so.
