Video Asylum

My father recently bought a 19 or 20-inch Sony Wega. When he turns it on, the sound is heard but the picture takes about 10 seconds to appear. Like the old sets, where the tube is warming up. Is this normal? I'm sure it's still under warranty. Has anyone else seen this? Thanks.
