They want to rent me a set top box. Will my smart tv and smart blu ray work without it?

If the TV includes a QAM digital cable tuner, it should get the basic ClearQAM channels. You can also get tuner cards or USB dongles for computers to tune in ATSC or ClearQAM and PVR them.
I haven't had cable tv for ten years and I don't miss it one bit.

Smart everything will work as they just require internet access which is a separate modem from the set-top boxes (set-top boxes are per-TV while internet/phone cable modems are per-household).I've just looked into this matter (and no, they still haven't been able to initialize their boxes for me).
Basically, what they are doing is cutting off high-resolution service unless you pay extra and rent a box from them.
So, I am looking at going from $20/month to $55/month (because I am already a good customer of theirs and get internet/phone from them already).
That's extortion! I am now looking at how many stations I can receive off the air as I am in a valley! I REALLY don't care for anything offered on exclusive cable channels and just want most of my local stations, but in HIGH-RESOLUTION!

I suggest you DON'T need a setup box FOR NOW!
Comcast refuses to answer the question on what do I give up by not getting their set-top box for LIMITED BASIC service, but just keep re-iterating that one NEEDS the set-top box. I assume that they intend to convert everything to encrypted even though the likelihood of anyone stealing LIMITED BASIC service is not all that high and the cost is much, much higher requiring those damn little boxes -- and a waste of electricity, probably about 10 watts per box.
I've spend half-a-day trying to get their boxes to work and a technician has spent 2 hours trying to get the box to work with numerous phone calls to customer service. Clearly, there ought to be a better way: Leave the basic channels clear!!
Comcast has been very nice about it, but let's see how much more time they need to waste on this useless idea!
depends on what you want off the cable. The basic service is probably on the raw cable, possibly including HD versions of local channels. But that could change. Any upgrade channels will be scrambled and to get those you will need the box. See my longer post below on set top boxes are the checked baggage of the cable industry.
