Thanks for the URL! Finally found "Fearless Frank", a low budget 1960's superhero spoof featuring Jon Voight, a running narrative by Ken Nordine, and directed by Philip Kaufman ("The Right Stuff", "Unbearable Lightness of Being", "Rising Sun").
