I know you'd disagree, but "The White Ribbon" also has quite a lot of "soul:" the loving relationship of the teacher w/the shy young woman (her parents are terrifically portrayed, too); the violent, though well-meaning, father.

Staudte?
Something for everyone in that list.
"Run, Lola Run!"
"Downfall"
"The Baader-Meinhoff Complex"
And many, many other modern German films I found not one bit "cold."
