Scaler with custom aspect ratios for 4:3 images on a 16:9 display

Can someone tell me if any manufacturer makes a scaler/line doubler that allows one to fill a 16:9 display with a 4:3 image when in progressive mode. That is, many 16:9 displays lock into 'full' mode when fed a progressive scan signal -- even if being fed a 4:3 image. I'm looking to counteract that.

While my DVD player can compensate for this, it does so by using black bars on either sides of the image. I'm looking to find a scaler that allows the user to set 'custom' aspect ratios that would allow me to truly fill the screen. Short of 'custom', I'd also consider one with a decent (i.e. not terribly distorting) preset stretch mode.
