Is the Outlaw Audio 1050 still the best for price?

I am looking for a home theater receiver for my dad and have about $400-500 to spend. I had read about the Outlaw about a year ago when it was said to be the best for the price. Has anything new come out or dropped in price that I should look at. He is hooking up a cheap Pioneer DVD player and hasn't bought speakers yet but is thinking about either the AE Aegis series or the PSB Image series. Thanks for your input.
