Using a PC with Infrared to control TV, DVD etc

Hi guys,
Sorry if this sounds like a daft question, but I would like to use my PC to act as a remote for my TV, DVD, Satellite receiver etc.
1/ Is this possible to do without knowing some detailed programming
language.
2/ HInts, tips, recommendations etc are appreciated lots.
