Disappointing surround from VCR - any suggestions (more)

Have Pioneeer VSX 26TX as receiver.
B&W speakers 603s as fronts, 601s as rears and ASW2000 as sub
Older JVC VCR.

Surround seems to be fine when sourced from my new DVD Toshiba 3109 but surround is not good from my JVC VCR. Under different modes, I get either
a) no response from rear channels or
b) the same exact response from all speaker except that only the centre is audible and the rest are basically replicating ALL the sound rather than just a bit but at very low volume so it sounds like it is coming from centre only.
c) the only way I get a decent sound is in stereo mode.

The tapes used are newer tapes like True Lies, Die hard etc. all of which claim to be recorded in Dolby surround. I tried all the modes. Is this how it is supposed to work.

BTW, my Matrix DVD works fabulously where I get just the right effects separately (separate sounds from separate channels rather than all sounds from all channels or none from rear as with VCR). so the connections seem to be fine. What could the problem be???
