What's a balun?

I could not find it in the Radio Shack store or catalog. I did see some 75ohm to 300ohm convertors. Is this the same? I'm looking for something to solve a ground loop problem (i think). I have read the faqs and probably will build an isolator using the capacitors as described.
Also, when I turn my TV off, I get a loud pop through my speakers. What is the cause of this and how can i fix?
