Vertical Bars on A/V inputs

When using the A/V inputs on my Phillips Magnavox 32' TP3284CI television, I see faint vertical bars which run the width of my TV screen. The bars are most noticable when the picture is dark. Decreasing the brightness minimizes the bars, but making the picture too dark is not preferable. This is a problem with the RCA jacks as well as the S-video jack. Any suggestions? Thanks
