Because they screwed up. I watched a documentary on P.B.S. not too long ago about military mistakes. If I recall correctly, it as around the time that the handling and preparation of the Iraq war was a big issue, and it was a special as to how this is nothing new. Apparently, the bombers bombed the wrong place, and the troops were as suprised as anyone when they landed and found that none of the German artillery had been touched.
