Maybe I wasn't paying attention, but I what I thought I heard was there were "healthy" survivors of the original plague who were still vastly outnumbered and (mostly) hunted down by the "vampire" survivors. It might make some sense that a few "healthy" survivors were able to get together to create safe havens for themselves, say in Vermont.
