I think it's also unfair to characterize it as either genre you mentioned, at least, to limit it to that.
It is a film about loss, the most difficult for any human to bear, that of a child. It is far less dramatic than Pan and more in line with the emotional substance of... yes, the Others.
I found it excellent.
Any parent should be warned that he's in for a shocking, disturbing, painful ride.
