CLUES!

Action film from the mid 90's or there abouts.

The villain was always sharp dressed, and had a distinctive neck tattoo that the director really liked showing.

Villain was a rich white guy with followers. Possibly light hair. Very classy, but ruthless.

Memorable parts were at the villains mansion with a patio scene(s) outside possibly next to the ocean and with a very nice view.

During this scene the villain was being asked questions by a detective/investigator/fbi/ or something of that nature.
Possibly a woman involved or second party associated with the questioning.

This movie was popular and well made.

What movie might this have been?
