From Italy, and Venice Festival winner, "Hands Over the City:" this must

rate as one of the best exposés of how cities truly operate: the incestuous relationships between the wealthy and politicians. Like "Z," this film manages to voice a strong political opinion without creating a false, boring, or preachy cover story: this is an exciting drama with powerful performances, including a surprise one by Rod Steiger as the building magnate and king-maker of Naples (Italy, not Florida.....).
A building collapses with loss of life, including that of a young child, but a young city councilman cannot find a city building inspector or planner that will help him unearth any information to shed light on it. As he pursues the issue, against the most powerful elements in the city, he manages to shake the foundations of the powerful but with unforeseen results.
Francesco Rosi, one of Italy's most under-appreciated directors, has fashioned a beautiful little film which, as a former newspaper reporter in two very different towns, I agree has direct application to different places, different times.
