Well, I think cops that routinely raped women and beat up highly

placed fellow cops wouldn't last very long.
The first half was sufficiently dark and interesting; the second half looked like it had been taken over by a completely different director, one w/out a shred of coherence, verisimilitude, or restraint. It became buffoon-like.
