why does this bother you? You don't need a 100 million budget to tell a good story. You need a big budget for awesome action sequences. You can't order tombstone at a 5 star restaurant. Maybe you should whine about that for the next few years. Also, kmart doesn't sell rolex. McDonalds doesn't sell caviar. Why is this a problem?
