Everytime someone is trying to get away there will be at least one locked door, to assist them and the keeper of the key, to that door, will be the slowest reacting individual, especially when called upon to find said key.

If events had unfolded as tightly as they did at the airport (which wasn't the case, per Ken Taylor's interview), most would not have gotten away. But the assumption was that the audience wasn't mature enough to appreciate things unfolding as they actually did. End result; "best" picture.
