The Somalis stopping ships in their territorial waters do not call themselves pirates. They called themselves a coastal defense force and they were targeting ships engaged in dumping toxic waste in their waters. Since these waters contain the food supply Somalia depends on, they rightly saw these intrusions as a direct threat to their survival.

They would capture the offending ships and demand a fine be paid. The world media calls them "pirates" and the fines, "ransom", so the US sent in warships to make the kill.

The small Somali launch ran out of fuel and they were trying to surrender, but the US has to always look butch to the rest of the world and so shot the Somalis like fish in a barrel. Such is Hollywood and the mass media's spin on another "heroic" act by the empire.
