Fine art definition in this country has been whittled down to static displays.

Film, much like writing, involving story progression, is seen as art by those making it. Those viewing or reading are entertained by the story. If they like the presentation of the story, they say it is good or entertaining -- not praising it as fine art.

This is all aside from the settings and lighting aspects of the creation.
