Ok PC screen very rought as video monitor

I have recently bought a Prolink 20" LCD Tv for about US$ 260 and very dissatisfied with the purchase. The set has very bad picture as video monitor, with small checker boxes type of resolution!
I just hook it up as PC monitor, and it seemed to be acceptable.
Any suggestion if the small boxes of resolution are noises or bad design? can it be improve by improving the PS inside?
