SONY have sold far more than 3 million PS3 worldwide.
20% of 8 mllion is 1.6 million, so 256,000 Toshiba players matter little.
The HD DVD is a failure in Japan, and most of the world.
In USA HD DVD have about 1/3 of the market for movies.
So if a miracle happened, and HD DVD movies began selling better in USA, remember USA is only about 25% of the world market for Japans electronics.
So HD DVD movies have a very small share of the world market, and you cannot change that.
