If the room is small, 7.1 is not very useful. If you're "unable to do a proper surround," as you say, 7.1 is not useful. In the low end, amplification power and quality tends to be poor. The more channels a low-end receiver is required to support, the less power and quality each individual channel will have. So, in the low end, a 5.1 receiver is likely to be better than a similar-cost 7.1 receiver.
