Back when my wife was my girlfriend, I got here this (see link).
It worked well, once she found a good spot for it.
Terk makes other models as well.
That said, there's no guaranty that any antenna will work, depending on the specifics where your sister lives. Punch her adress into www.TVfool.com to see what she can pick up.
