Yes, it is only 16.9 enhanced. I assume it was originally shot widescreen (for future HDTV syndication?)and panned/scanned/cropped for the TV shows.
Here is a link which may be useful if you cannot change the aspect ratio from your DVD- but you may need the service manual for your set.
