Do I have an interference problem?

Hello all,
Over the past year I have assembled a mini home theater on a budget for the master bedroom. This setup includes the following. 27 inch JVC AV27F802 flat tube, Sony 715p DVD with mc video 3 component cable, Denon 3300 receiver, pinnacle digital sub 150, polk audio rt35i fronts, rt25i rears and a c245i center. For the amount of money put into it, it blows my mind.I also have a mc HTS 800 power conditioner theat everything but the dennon is plugged into. But not all is well in Home theater land. I have noticed that during dark scenes, those with low lighting/contrast, there are sometimes these wavy horizontal lines that appear. They move around the screen like ghosts, shadows if you will. On scenes with high contrast/light, the picture is remarkable. The colors are amazing, detail is great. But whats up with these faint horizontal lines that dance on my screen in darker scenes, i.e. ending credits? it is not speaker interference, i took them away from the tv and they remained, I also paused the dvd when the lines appeared, but the lines continued to move. Any thoughts on how to correct this? Could it be something invoved with the cable? WHen i shut the cable box the lines remain as well. BTW, the cable line is also ran through the power conditioner too. Thanks again everybody.
