DTS 96/24 capable DSP are superior?

Does the fact that a DSP chip can decode DTS 96/24 means it is a better device compared to another DSP that doesn't? DTS 96/24 is so far only available on the higher receiver and pre/pro models
What would the rationale be behind this statement?
