I would like to believe that your TV is broken. Unfortunately I have never heard of this problem, but without schematic and scope, I would not even try.
If you don't have this two, then just call a shop.
Aperantly problem is either in the tuner or switch selector for AV/TV.
I would place $1000 on tuner.
But it could be just some stupid bad connection arround this stages. So if you have electronic skils, just lool for joints arround tuner. You may get lucky.
