Video enhancement for DVD with digital TV

I'm new to this and would like to seek some expert knowledge :

Today's digital TV can support high resolution e.g 1280x768 and even ready for HDTV eg 1080i. However, DVD player only generates 480i/p. Does it mean that it cannot fully utilize the better resolution ?

Traditional way is to get better cable, player with good DAC and 3:2 pull down circuitry, video enhancement circuitry, etc. With digital TV is there better (quality and cost) way ?

Reading through some discussion, but I'm still confused :
- can DVI be used to transmit progressive signal ?
- some DVDP can upconvert signal to 720p or higher, is this helpful?
- if digital connection is used, do we still need player with powerful DAC and/or video enhance circuitry (eg NSV, DCD ...)
- is it better to get an external scaler to match the h/v resolution of the TV ?
