DVDs encoded in composite format??

Was just watching an episode from the South Park 3rd Season DVD set (the Halloween episode with Korn guest-starring as the Scooby Doo gang), and I noticed there was quite a bit of dot crawl, even though I was watching it through a good quality component video connection. Now, I know the South Park transfers are not great to begin with, but this was a shock. The closing credits didn't seem to suffer from this problem, nor have I noticed this on any other episodes. What gives?
On a related topic, since acquring a laserdisc player and trolling eBay for Looney Tunes/Merrie Melodies cartoons, I notice that a huge amount of these were issued on laserdisc. I'm wondering if this is why we have seen so little of this material released on DVD... I feel certain that the 4-disc set and its 2-disc lesser version released recently were test balloons to see if there's still a market for this stuff, before they go to the trouble of remastering all of it yet again for another format (which is what they would have to do if the laserdisc transfers were done in composite only, no?)
