Progressive scan TV and interlaced DVD outputs does it worth

1) Does it worth to buy a relatively expensive TV with Progressive scan TV if I have a DVD without Progressive scan output ?
I.e. can TV take advantage on the interlaced DVD output and transform it to a progressive frames ?
2) Is Progressive scan TV capability better than 100Hz (Super or Advanced) Digital Scan ?
