Tracking Force & Bias question

One thing I've never been clear on with Rega arms is that it says to set the bias to zero, then set the tracking force, and then set the bias slider to the appropriate position. If you do this and then re-check the tracking force, it is always off from the original setting. Should you reset the tracking force to the valus you want after setting bias or just leave it? If I set the arm to 2g for ex., and then set the bias, the tracking force is alwyas reduced substantially if re-measured. Anyone can clear this issue up for me?
