I used to own a GE 32" which is an RCA in disguise. I had the same problem with it even with video tape (but not with TV). After doing some digging and calling some TV repair techs and talking with them, I finally found a tech that knew what he was talking about. The problem is your TV. In fact it is a common problem with the Thompson based sets (according to him). He mentioned that their might even be a service bullitan on the issue. The problem? Believe it or not, its solder. The combination of inferior solder and sometimes bad solder joints is the problem. Certain points in the set have to be resoldered with silver solder to fix the probelm. I can not, however, verify if the fix works. My set was sold to a friend who didn't experence the problem with his setup (he just watches TV with no other sources) Hope this helps.
