If it is DEFINATELY not from speakers than it is most likely from yoke. (deflection system). It would buzz at 60 Hz in US and 50Hz for the rest of "solar system".
If you mute the sound that does not exclude buzz from speakers. Specialy as you say that buzzes the most when too much white on screen. This leads to believe that power supply does not filtrate the voltage enough when high current is drovn from horizontal stage, and load from vertical overload the power supply causing it to introduce this noise in rest of the TV. (speakers)
Without the scope it is very hard to pinpoint where the problem occures. I would suspect on power supply for vertical stage, or supply for entire horizontal. If TV is almost new, it is probably designed to work like this (sorry you have a junk), or if it is older, most likely capacitor for filtering one of this two stages is bad. If you have some kind of horizontal lines on the top of screen, then almost for sure it is cap for vertical circuitry.
If it is mechanical, it can come only from yoke on the tube and from small transformer that usually supplies power for stand-by and remote circuitry. You can "fix" yoke by gently trying to apply some preasure to it in any direction or sometimes supporting little rubbers would fall out underneath the yoke. Put them back.
I don't think this small transformer cause this, so skip that. It is either yoke or it is electronic and comming from speakers. Most likely comming from speakers.
I assume no one "played" with TV and forget to put back some shield to RF or IF.
