Which scalers hide chroma bug?

I run a Pioneer DVD through the FE Quadscan and the chroma bug is not visible on my FPTV. I have tried the scenes in Fifth Element,etc. and there is no red smearing.

I have been told by one source that the quad eliminated the chroma bug through its processing of the signal. Would this be true of the Vigatec as well?
