JVC HR-S9800U/9900U/alternatives

I'm about to replace my ailing old VCR, and I'm looking at the JVC HR-S9900U. It seems to be the successor to the HR-S9800U, with no readily apparent missing features, and an SRP $100 less. Is there any specific advantage that the 9800 offers, or is it just last year's model?
The specs on the machine list a time base corrector -- is it at all effective in dealing with macrovision? I'm a film studies student, and it would be helpful to be able to assemble clip tapes without resorting to extra hardware.
Finally, are there any other VCRs in the $400 street range worth looking at? I don't really want to spend much more than that; less, of course, would be fine!
