Check your manual, remote or (user) menu to see if there is something similar to a "Picture: position/size" control. It sounds like the picture information that you're NOT supposed to see (there's more to a broadcast signal than you actually see) is "leaking" into the intended viewing area.

Now, in your case, the picture's position may be shifted down (and needs to come up), the size of the picture may need to be increased vertically (it's been compressed vertically) or both. Try reading the manual and see if you come across a function or functions that will allow you to adjust the picture's position (moving the image's horizontal and vertical location on the screen) and/or size (increasing/decreasing the horizontal/vertical height/width on the screen). This should fix the problem -- for free. Or, call Gateway and see if they can give you the information. If they can't, maybe they can tell you who makes that display for them (as their name is only on the outside, they don't really make it) and maybe a call to the real manufacturer will get you the correct information.
