Digital Cable electrical problem using a splitter

Hi,

I receive Digital Cable from Comcast using the Motorola set-top box to connect the signal to my TV. Everything in this signal path works fine. However, I recently purchased an ATI All-In-Wonder 9800 Pro video card for my computer which has a coax in for a cable signal. When I try to use a splitter (Radio Shack/75-Ohm Coax/2-way), I experience electrical problems that I would rate as VERY SCARY! When I try to connect the cable to the video card, the cable connection arcs, sparks fly, and I get a strong sensation of electricity flowing in my hand holding onto the cable. Comcast's website has no information or precautions on this. Radio Shack's website doesn't either. Can someone clue me into what may be going on? Luckily, me or my video card didn't get fried.
