How about an ATSC tuner card (or USB dongle) in a PC (or laptop)? I've found a few under $10 at thrift stores and a computer recycler, but admittedly I've yet to persuade one to actually receive an over-the-air signal (need a better antenna?). Hauppauge's Wintv HVR models are common; their software leaves a lot to be desired, but they should be well-supported by other PVR apps. It should be possible to load a PC with multiple tuners and simultaneously record from more than one station.
Back when I had satellite TV, I mostly used Beyond TV or SageTV Recorder with a WinTV analog capture card, but I heard good things about MythTV.
