If you appreciate English humor it helps. If you really, really like Rowan Atkinson that helps too. The concept of watching an Atkinson vehicle is that it depends on your powers of observation and your ability to discern inflection and word play. The idea is to understand the plot is based on one cliche after another and to delight in how it is delivered and treated. There's a strong flavor of Pink Panther in that regard.

Johnny disappeared from sight after a horrible botched mission five years prior in Mozambique. After having his knighthood stripped Johnny went into a Tibetan monastery to regain his life and hone his martial arts skills. Soon he was called back by MI7 because an underworld contact would only talk to him. He speeds off to the Orient and finds that Vortex (international assassins) were going to kill the Chinese Premier while meeting the Britain's PM.

The action is very restrained with an eye for the reaction over the action. The cast wasn't sloughing off and the Church and the poor Queen took a beating once again.

I like most English cinematic humor and I see this chapter of the English saga equal to the first.
