It would center around two 20 year old lesbians who strip at night and go to fashion design school during the day. The hijinks would revolve around their encounters with horny customers, horny teachers and classmates, and prolonged dialogs about their lives and philosophies while in their over-sized tube with too little bubbles.
Probably HBO or Showtime, of course.
first, the lesbins have to be hot and second, they have to be the kind that can be "turned", i.e., they'll jump in the hay with a guy if he plays his cards right. I'm thinking maybe Kat Dennings and Emily Browning as the leads?

If "Coupling" didn't quite achieve sitcom perfection, then "Fawlty Towers" certainly DID.
Never seen anything produced in the US that even came close on a continuing basis...

Wouldn't call it "perfect," but the clip you posted looks quite good.
It is well done, that video is short clips from many episodes. I think YT has a few episodes. DVD's are available in Region 2 only I think so you'd need to use a PC or region 0 player.

physical. It would be on HBO or similar so there could be, if the situation presented itself, cussing. Characters would be smart, sometimes too smart for their own good living in oblivious ignorance of their obvious (to the audience) negative character traits. No audience.
Romantic sublpot? tough one. The Office pulled that off brilliantly and believably. Not sure it could be done again tho, at least to that level so I'd say no, altho romantic relationships, on not quite so deep and serious level should be included. Predominantly workplace environment? Yes.
Dark comedy seems to work best in movies, no? I loves me some Joel and Ethan Coen dark comedy but I think that would be hard to sustain week in and week out in a TV comedy. When thinking of some current favorites, Web Therapy, Curb..., Parks and Recreation, The Office, I don't think of either dark or bright and chirpy.
It would have Arrested Development's writers working in tandem with Ricky Gervais with Lisa Kudrow providing additional creative input.

It would feature Kat Dennings only instead of being a waitress she'd be a topless dancer.
I would never miss an episode.
