These are films that rise to artistry, that do so while addressing timeless issues and that hold uncompromising mirrors up to their subjects and their times.
Yes, Hollywood at one time knew how to do this, though of course it was always only a small percentage of its output--- which is reasonable to expect.
And a KEY point was the sequel/prequel part: original ideas, original scriptwriting has DISAPPEARED.

there's plenty of noir that rises to the definition, both made today and, obviously, in the American past.
it is very hard to accomplish and make timeless. Time kills film quickly.
